Major restructuring in Benin’s intelligence services
The Republic of Benin has launched a sweeping reform of its intelligence apparatus with the establishment of the Direction générale des services (DGS), replacing the former Direction des services de liaison et de documentation (DSLD).
The move comes amid escalating security challenges in the West African subregion, including terrorism and transnational crime. The primary goal of this restructuring is to equip Benin with a more modern and efficient intelligence service capable of collecting, analyzing, and leveraging strategic intelligence. Leadership continuity in Benin’s intelligence reform
The restructuring maintains Captain Frégate Orphée Hounkanrin, former head of the DSLD, as leader of the new DGS. While the achievements of the DSLD remain largely classified, his retention signals strong approval from top-level authorities regarding his leadership and contributions to strengthening Benin’s national intelligence framework in a highly demanding security environment.
