In a memorandum dated June 5, 2026, the Deputy Secretary General of the Finance Ministry, Madame Léa Estelle Honfo Akpovo, announced the start of an operation to permanently resolve delays in civil service promotions. The effort runs throughout June 2026 and covers all advancements that were due to take effect no later than December 31, 2026, or earlier.
Why this matters for civil servants
Through this initiative by Romuald Wadagni’s team, the state will correct workers’ situations in two key ways:
- Update careers: All pending files will be processed so that each employee receives the grade or step they deserve.
- Pay owed money: Salary increases and arrears (back pay) linked to these advancements will be disbursed to beneficiaries.
To ensure success, the government is using a modern new software system: SIGRHP (Integrated Human Resources and Payroll Management System). This tool enables faster, fairer, and more transparent processing of files. By acting in this manner, Minister Romuald Wadagni shows that state modernization does not come at the expense of workers, but rather offers them greater financial security.
No time to waste
The government wants to move quickly and efficiently. Therefore, heads of all ministries and institutions are instructed to immediately gather the relevant employee files. They must promptly send the list of civil servants entitled to an advancement (for 2026 and before) to the General Directorate of the Civil Service. This sense of urgency from the ministry underscores the authority’s determination to settle state employees’ issues once and for all, ensuring that everyone receives the fruits of their labor.
