The long-running investigation into alleged financial misconduct within the Mutuelle des Enseignants de Côte d’Ivoire (Mupemenet-CI) has concluded, paving the way for swift judicial proceedings. Following months of meticulous scrutiny, the Public Prosecutor at the Economic and Financial Penal Pole, Aboya Koffi Jean-Claude, has ordered the pre-trial detention of key figures linked to a suspected embezzlement scheme totaling over 5 billion FCFA.

Legal action initiated as financial irregularities uncovered

The accused parties, now under judicial custody, include Agré Lynx Bourgelat, the Executive Director of Mupemenet-CI, and Koné Allagnan, the Financial Affairs Director. Both were transferred to the former MACA prison facility in Abidjan, now designated as the Abidjan Penitentiary Pole (PPA), to await trial.

Political figure implicated in alleged fraudulent scheme

During interrogations, the two Mupemenet-CI officials implicated Dao Ibrahim Kinan, a businessman with ties to multiple enterprises including IDK, KINANE, and TICS SERVICES. Kinan also serves as the leader of the political party Les Avertis. According to investigators, he allegedly played a central role in orchestrating a network of shell companies designed to siphon substantial funds from the teachers’ mutual fund.

Following his own interrogation at the Economic and Financial Penal Pole, Dao Ibrahim Kinan was also placed under detention and transferred to the same penitentiary facility in Abidjan.

The unfolding legal proceedings mark a critical moment in Côte d’Ivoire’s efforts to combat financial crimes within institutional frameworks, particularly those affecting sectors like education.
