
Deputy Thierno Alassane Sall contends that a confidential memo, dated August 26, 2024, and bearing the signature of former Energy Minister Birame Souleye Diop, unequivocally demonstrates a systemic failure at the highest levels of the state. In a statement disseminated across his social media platforms, the leader of the République des Valeurs party asserted that “the confidential note from August 26, 2024, signed by the then-Minister of Energy, Birame Souleye Diop, stands as irrefutable proof of state deception.”
Thierno Alassane Sall maintains that the head of government was made aware of the irregularities surrounding the management of the Senegalese Rural Electrification Agency (ASER) at an early stage. In his public declaration, the parliamentarian stated that “Ousmane Sonko’s responsibility is now overwhelming,” further adding that “the document circulating for several days confirms that the Prime Minister was informed, as early as August 2024, of the alleged misappropriation of the startup advance, a portion of which was visibly used to pay SONAC bonuses, according to the minister.”
The deputy criticized the administration’s passive stance in the face of warnings issued regarding this matter, prior to the intervention of financial partners and regulatory bodies. In his written address, Thierno Alassane Sall posed a pointed question: “Not only did PM Sonko disregard this alert, but he also orchestrated a cover-up by declaring ‘zero ASER scandal.’ To protect whom?”
Furthermore, the parliamentarian highlighted that the leakage of this correspondence “reinforces the legal classification of criminal association, as targeted by the Financial Judicial Pool,” affirming that “this affair represents a crucial test for the justice system and for the ‘Jub Jubal Jubbanti’ commitment so widely proclaimed by the executive.”
