A historic shift in Benin’s presidential security apparatus has taken place with the appointment of Captain Elvire Toupé as aide-de-camp to President Romuald Wadagni. This marks the first time a woman has held this critical role in the nation’s institutional history.
Captain Toupé’s appointment places her at the very heart of the presidential security detail, a position demanding unwavering professionalism and trust. Born on July 21, 1990 in Porto-Novo, her military journey began at the Lycée militaire des jeunes filles Général Mathieu Kérékou in Natitingou—an institution renowned for nurturing discipline and excellence among its cadets.
a decorated career in uniform
Her military career took a decisive turn in 2012 when she enrolled at the École nationale des officiers in Toffo. By 2014, she had earned her diploma as an infantry platoon leader, combining rigorous tactical training with academic rigor. Though she briefly pursued a career in medical imaging—holding a degree in the field—her passion for service ultimately led her back to active duty.
Promoted to the rank of captain in 2021, she now stands as the highest-ranking female officer in Benin’s infantry, a testament to both her dedication and leadership.
international experience and bilingual expertise
Her professional experience extends well beyond Benin’s borders. In 2017–2018, she served as a gender military advisor with the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), contributing to peacekeeping efforts on the continent. This experience enriched her strategic perspective and reinforced her ability to operate in complex environments.
Fluent in both French and English, Captain Toupé joined the Republican Guard in 2022, where she previously managed security protocols at the Cour des comptes. Her bilingualism and cross-cultural experience make her a uniquely qualified officer for high-level security operations.
With this appointment, Captain Elvire Toupé not only breaks new ground as the first woman in Benin’s presidential aide-de-camp role but also sets a powerful example of excellence in military service and leadership.
