Bénin parliament to deliberate urgent fiscal and governance reforms friday

The 10th legislature of the Bénin National Assembly is set to convene this Friday at the Palais des Gouverneurs to deliberate on two critical legislative proposals submitted under emergency procedures.

The session will be presided over by Joseph Djogbénou, President of the National Assembly, who has called for swift action to align public policy with the strategic priorities outlined by the newly appointed government under Romuald Wadagni.

Budget revision and key amendments

Two major texts will dominate the agenda:

  • 2026 supplementary budget – Increasing national expenditure from 3,783.984 billion to 4,086.620 billion FCFA, representing an 8% rise to accommodate new priorities.
  • Amendment to the Republic Mediator Act – Proposing structural adjustments to improve governance and conflict resolution mechanisms.

Macroeconomic stability and social investment

The supplementary budget maintains the 7.5% growth forecast while optimizing public spending. Personnel costs are reduced by 9.8% through efficiency measures that do not affect planned recruitments or essential service acquisitions. Revenue projections rise by 2%, with investment expenditures increasing by 8.5%.

This fiscal adjustment places strong emphasis on social welfare, allocating new funding to:

  • Expanding access to clean water in schools and health centers
  • Accelerating nutritional support for children under two years old
  • Strengthening universal health coverage
  • Providing care for street children and beggars

Education and public infrastructure priorities

The government announces that tuition fees for secondary school girls will be abolished starting in the 2026–2027 academic year. Additionally, a program to construct school canteens nationwide has been launched.

Public investment programs will prioritize:

  • Construction and rehabilitation of hospitals and clinics
  • Launch of the Calavi International Hospital
  • Implementation of sanitation and transport infrastructure projects
  • Deployment of video surveillance systems in major urban areas to enhance public safety

Agricultural support amid global economic pressures

In response to rising input costs driven by geopolitical tensions, the government will subsidize agricultural inputs to boost productivity and strengthen national food security.
