

Systemic oversight: Igf targets the mining industry
A major deployment of 118 finance inspectors has commenced, targeting nearly 200 public and private organizations as part of a second phase of audits for the 2026 fiscal year. On Thursday, June 4, the operation focused specifically on the mining industry to audit revenues generated across the entire territory of the République démocratique du Congo.
While the broader mission includes verifying state payroll, managing revenue collection, and auditing public assets, the scrutiny of mining income stands as the central pillar of this campaign.
This strategic operation was initiated by the Inspector General of Finance and Head of Service, Christophe Bitasimwa Bahii. It follows the resolutions of the 87th Council of Ministers and aligns with the government’s commitment to enhancing transparency and efficiency in mobilizing public funds.
As the backbone of the national economy, the mining sector contributes a vital share of state revenue. Consequently, public authorities are determined to achieve full visibility over the entire value chain—from production and declaration to the collection and traceability of all mining-related income.
Through these investigations, the IGF aims to precisely evaluate how mining revenues are collected, identify any systemic weaknesses, and recommend measures to optimize the financial returns for the public treasury.
According to Emmanuel Tshibingu, the Deputy Head of Service, this initiative continues the oversight efforts established earlier this year.
“Following the first phase for 2026, we are now launching the second. We are conducting these missions at the government’s request, focusing heavily on mining sector earnings. We also have teams monitoring customs and tax revenues at strategic locations to maximize state income,” he noted.
Before the inspectors were deployed, Christophe Bitasimwa Bahii reminded them of the strategic weight of their task and the high ethical standards they must uphold.
“As high-ranking state officials, our actions must never compromise the interests of our nation. You must perform your duties without fear, ignoring any attempts at influence or intimidation. Work with total objectivity and independence. Impartiality and fairness must define every observation and conclusion you reach,” he stated.
The IGF Head also emphasized the need for high-quality investigations and rigorous analysis. He noted that the resulting reports are essential tools that help public authorities make informed policy decisions.
This new oversight offensive solidifies the IGF’s role as a guardian of public finances. It highlights the institution’s dedication to supporting the government in refining the governance of the mining sector, which remains a crucial engine for the economic development of the République démocratique du Congo.
