Morocco’s parliamentary diplomacy takes center stage under Talbi Alami’s leadership

Strengthening international alliances through strategic parliamentary action

The Chamber of Representatives has placed parliamentary diplomacy at the heart of Morocco’s external relations strategy throughout the 11th legislative term. This commitment was underscored by Rachid Talbi Alami, President of the Chamber, during the closing session of the second legislative year (2025-2026).

In his address, Talbi Alami emphasized that Morocco’s diplomatic approach combines rigorous political vision with decisive action on the Sahara question. The President highlighted that this territorial issue remains Morocco’s top priority in international relations, shaping the Kingdom’s partnerships with global allies.

A historic turning point in the Sahara question

One of the most significant milestones in this legislative term was the adoption of UN Security Council Resolution 2797 on July 31, 2025. Talbi Alami described this resolution as a “decisive turning point” that fundamentally reshaped the Sahara dispute’s international treatment.

The President noted that the resolution strengthened Morocco’s position by recognizing the historical legitimacy of its southern provinces while bolstering global support for the Kingdom’s historical rights in the region.

Parliamentary initiatives align with royal vision

Under Talbi Alami’s leadership, the Chamber of Representatives has worked to implement major royal initiatives both internationally and across Africa. Two key initiatives stand out:

  • The parliamentary initiative targeting West African coastal states
  • The project to enhance Atlantic access for landlocked African nations

The President also reaffirmed Morocco’s commitment to peacebuilding, coexistence, and environmental protection, pointing to the Kingdom’s consistent hosting of international congresses and forums that have produced eleven key international parliamentary documents during this legislative term.

Expanding Morocco’s global parliamentary footprint

Talbi Alami stressed the importance of leveraging diplomatic gains to strengthen Morocco’s position within multilateral parliamentary organizations. He advocated for deeper bilateral cooperation through new conventions and forums designed to build lasting partnerships and mutual trust.

The international cooperation programs spearheaded by the Chamber have become crucial tools for:

  • Creating new dialogue spaces with reference parliaments
  • Sharing best practices and parliamentary expertise
  • Promoting Morocco’s democratic model globally

The Chamber of Representatives has further distinguished itself as one of the few parliaments worldwide to develop, adopt, and publish practical guides on parliamentary action through comparative approaches.
