Bénin’s interior ministry evaluates 2026 work plan performance
In Cotonou, from August 4 to 6, 2026, key stakeholders involved in expenditure management and senior officials from Bénin’s Ministry of Interior and Public Security convened to assess the progress of their Annual Work Plan (PTA) for 2026 as of June 30. This critical review aims to pinpoint any discrepancies and challenges encountered, enabling the formulation of effective corrective measures for the upcoming second half of the year.

The inaugural session, presided over on Tuesday by Djibril Mama Cissé, the Minister of Interior and Public Security, primarily focused on presenting a comprehensive synthesis report detailing the ministry’s financial execution as of June 30, 2026. Additionally, participants thoroughly examined the execution report concerning public procurement plans.
The ongoing deliberations involve program managers, principal leaders from various ministry structures, and all personnel crucial to the expenditure chain. Discussions are centered on evaluating the implementation level of interventions outlined in the 2026 PTA and assessing the outcomes achieved against the objectives and indicators established for the first semester.
Attendees are also tasked with meticulously analyzing any deviations between forecasts and actual accomplishments, investigating the constraints that have impacted activity implementation, and formulating concrete actions designed to enhance performance during the final six months of the fiscal year.
A strategic review for budgetary oversight
In his address, Minister Djibril Mama Cissé characterized the mid-term review as an indispensable instrument for guiding public policy. He emphasized that this exercise is vital for gauging progress, identifying impediments to achieving set goals, and collaboratively determining necessary adjustments.
Furthermore, Minister Cissé underscored the imperative for the administration to maintain a strong focus on performance, efficiency, and tangible results, especially given the heightened expectations of citizens regarding public governance and security.
Abdel Nasser Samary, the Director of Planning, Administration, and Finance for the ministry, indicated that this review is an integral component of the ongoing process to update the department’s medium-term expenditure framework.
The discussions are slated to continue until August 6, featuring several presentations on program-based management and detailed execution updates. Participants will also review the new decree pertaining to the ministry’s responsibilities, organization, and operational procedures, alongside texts establishing newly created structures.
