The Director-General of Chad’s downstream petroleum regulatory authority, Hassan Adoum Younousmi, met with Algeria’s Minister of State for Hydrocarbons, Mohamed Arkab, in Algiers on June 16. The meeting took place at the Algerian Ministry of Hydrocarbons headquarters, with key advisors from both sides present.
This engagement is part of ongoing efforts to deepen bilateral cooperation between Chad and Algeria, particularly in executing recent mutual agreements. The discussions centered on critical aspects of the downstream sector: regulatory frameworks, energy infrastructure development, refining, storage, and fuel distribution.
Industrial safety, digital transformation of operations, and transparent governance also featured prominently in the talks, reflecting a shared commitment to modernization and accountability in the sector.
Strengthening institutional and technical partnerships
A major highlight of the meeting was the follow-up to the cooperation protocol signed on April 23, 2026, in Algiers. This agreement between Chad’s Autorité de Régulation du Secteur Pétrolier Aval (ARSAT) and Algeria’s hydrocarbon regulator aims to enhance technical and institutional collaboration through knowledge sharing, best practice exchanges, and capacity-building initiatives.
Both delegations reaffirmed their dedication to fostering stronger ties between Algeria and Chad, emphasizing the importance of shared expertise for sustainable growth and regional integration in Africa.
