This week in Abidjan, Dr. Souleymane DIARRASSOUBA, Côte d’Ivoire’s Minister of Planning and Development, led a pivotal national workshop to validate the study for the National Territorial Planning Framework (SNAT CI-2045). Participants included high-ranking representatives from government institutions, prefectural bodies, local governments, technical and financial partners, alongside public administrations, the private sector, civil society, academia, experts, and media professionals.
The workshop marks a historic milestone: the approval of Côte d’Ivoire’s first-ever national territorial planning reference document. Once adopted, the SNAT CI-2045 will equip the State with a unified framework to guide public and private investments, enhance the effectiveness of public policy, and promote balanced regional development across the country.
Under the leadership of His Excellency President Alassane Ouattara, the Government is reinforcing its strategic planning mechanisms to support the nation’s economic, social, and environmental transformations. Territorial planning plays a central role in this vision by ensuring investments are distributed more evenly, unlocking regional potential, and strengthening the coherence of development policies.
The SNAT CI-2045 will serve as the long-term spatial development blueprint, defining where public and private investments should be strategically located. It will harmonize state, local, and development actors’ actions by assigning each region specific development priorities tailored to its strengths and challenges.

The validated proposals are the culmination of a rigorous, multi-scale consultation process grounded in scientific analysis and broad participation. They address critical national challenges: closing regional disparities, managing urban growth, boosting territorial competitiveness, improving local governance, conserving natural resources, and deepening regional integration.
The framework envisions a Côte d’Ivoire where every territory is resilient, economically vibrant, and inclusive. It is built on five strategic pillars: balanced territorial development, optimized urban-rural networks, stronger local governance, a high-performing and inclusive economy, and accelerated climate transition.
Following the workshop, the draft framework will be submitted to the Government for approval, then presented to Parliament for adoption into law. Upon finalization, the SNAT CI-2045 will become Côte d’Ivoire’s premier national planning reference, steering public investment toward high-impact areas and fostering equitable, nationwide development.
