Ivorian Government advances long-term territorial vision
Dr. Souleymane DiarraSSouba, Côte d’Ivoire’s Minister of Planning and Development, led a pivotal national workshop in Abidjan to validate the study for the National Territorial Planning Scheme (SNAT CI-2045). The gathering drew together key figures including government institutions, prefectural officials, local authorities, technical and financial partners, public administrations, the private sector, civil society representatives, academics, experts, and media professionals.
Building a foundation for balanced national growth
This milestone marks the first step toward adopting Côte d’Ivoire’s inaugural national territorial planning framework. The SNAT CI-2045 will provide the government with a strategic roadmap to steer public and private investments, enhance policy effectiveness, and promote more balanced regional development across the country.
Under the leadership of President Alassane Ouattara, the administration continues to strengthen its strategic planning framework. This initiative aligns with broader efforts to support economic, social, and environmental transformation throughout Côte d’Ivoire.
Territorial planning plays a critical role in ensuring fair investment distribution, unlocking regional potential, and aligning development policies to create a cohesive national strategy.
Structuring Côte d’Ivoire’s future through territorial ambition
The SNAT CI-2045 serves as the foundational framework for long-term spatial development. It defines where public and private investments should be directed, harmonizes state, local, and development actor efforts, and assigns specific roles to each region. This approach ensures that every territory contributes meaningfully to national progress.
« The National Development Plan (2026–2030) sets medium-term priorities and investments for national growth. The SNAT CI-2045 translates these goals into territorial terms for the long haul and will underpin future National Development Plans. Together, these frameworks ensure coherent public action across Côte d’Ivoire. Strategic priorities for a resilient future
The validated orientations result from a rigorous, participatory, and multi-scale consultation process. They are grounded in a comprehensive national territory assessment and address key challenges such as reducing regional disparities, managing urban growth, boosting territorial competitiveness, strengthening local governance, conserving natural resources, and deepening regional integration.
The SNAT CI-2045 envisions a Côte d’Ivoire where all territories are resilient, competitive, and prosperous. It is built on five strategic pillars:
- balanced territorial development to reduce inequality;
- an efficient urban and rural network to improve connectivity;
- stronger territorial governance for accountable decision-making;
- a high-performing, resilient, and inclusive economy;
- accelerated climate transition to safeguard resources and communities.
Next steps toward adoption and implementation
Following the workshop, the draft scheme will be submitted to the government before being presented to Parliament for approval under the National Territorial Planning Scheme Act. Once adopted, Côte d’Ivoire will have its first national territorial planning reference, guiding state action to direct investments where they will have the greatest impact and foster balanced nationwide development.
