The Social-Democratic Green Party (PSDV) has closely observed the recent announcement regarding the upcoming national inclusive political dialogue in the Democratic Republic of Congo (DRC).
The PSDV commends the Head of State’s declared intention to engage in extensive consultations with all social and political forces across the nation. This crucial initiative aims to strengthen national cohesion by fostering collective deliberation, a vital step in safeguarding our country’s sovereignty and territorial integrity, which currently face severe challenges due to Rwandan aggression.
Consequently, the Social-Democratic Green Party underscores that this forum must unequivocally address the core issue of the ongoing crisis: the unjust aggression our country is enduring.
To ensure the success and effectiveness of this critical process, the PSDV has put forth the following recommendations, serving as proposed terms of reference for the dialogue:
- Objective of the dialogue
While acknowledging other significant internal political matters, the primary focus of this extensive consultation should be the formation of a broad patriotic front to counter the aggression against our nation.
- Location of discussions
The dialogue must be held exclusively within the national territory of the DRC.
- Participation framework
The Social-Democratic Green Party reaffirms its commitment to the principle of inclusivity, provided that participation adheres to realistic and structured modalities consistent with the DRC’s international commitments.
Domestically, the dialogue should include representatives from the political majority, the unarmed opposition, and civil society, complemented by other prominent political figures.
Regarding the armed opposition, the PSDV advocates for these groups to continue their ongoing discussions with government representatives outside the country, for evident reasons. These specific talks should prioritize the strict implementation of commitments made under the Doha process (disarmament, demobilization, and reintegration of armed groups) and the Washington agreement. This is without prejudice to the effective enforcement of the binding obligations outlined in United Nations Security Council Resolution 2773, which serves as an essential roadmap for a lasting resolution to the conflict.
- Moderation of the proceedings
Given the national scope of this dialogue, the Social-Democratic Green Party believes it is imperative for the Head of State to play a leading role in overseeing the proceedings. This is in his capacity as the representative of the Nation and the embodiment of national unity, prerogatives granted by Article 69 of the Constitution.
In this role, the Head of State should appoint a highly credible personality, respected by all dialogue stakeholders, to facilitate the discussions. This facilitator would be supported by representatives from various religious confessions (Catholic, Protestant, Kimbanguist, Muslim, and the Awakening Church of Congo) for specific tasks.
- Observation of the dialogue
The presence of representatives from the African Union and the United Nations as observers is essential, given their direct involvement in the crisis resolution process stemming from the aggression.
Indeed, certain conclusions of the dialogue will be presented to these institutions as advocacy, particularly to secure the effective application of United Nations Security Council Resolution 2773.
In light of these considerations, the Social-Democratic Green Party reiterates its readiness to contribute to the success of the dialogue and reaffirms its unwavering commitment to restoring territorial integrity and the sacred defense of the Homeland.
