LOMÉ, 17 August 2026 — Sustainable public service delivery by local government bodies hinges on adequate and well-managed financial resources. This critical challenge brought together municipal leaders from Golfe 2, Golfe 3, Agoè-Nyivé 5, and Agoè-Nyivé 6 for a three-day training session, held from August 17 to 19, 2026, in the commune of Golfe 7.

The intensive workshop focused on financial resource mobilization, aiming to equip local stakeholders with more effective strategies to boost municipal revenues and refine their management practices. This initiative forms part of the National Training Plan, spearheaded by the National Agency for the Training of Local Authorities (ANFCT).

Financial autonomy at the core of governance

For communes, the objective extends beyond merely identifying new funding streams. It now encompasses securing existing revenues, enhancing collection mechanisms, and effectively converting mobilized resources into tangible public services.

The level of financial resources available to a local authority directly impacts its capacity to fund essential infrastructure, maintain public facilities, and address the social and economic needs of its residents. In this context, strengthening the competencies of municipal agents and officials becomes a pivotal aspect of robust local governance.

The gathering in Golfe 7 was specifically designed to leverage this by fostering the acquisition of practical skills and facilitating the exchange of experiences among participating local governments.

Prefect of Golfe, Kossivi AGBODAN, inaugurated the proceedings on Monday, August 17. He was joined by ADAKA Koffi, the third deputy mayor of Golfe 7, along with mayors and representatives from the participating local authorities, secretaries-general, and key financial actors.

Speaking on behalf of the Senator-Mayor, ADAKA Koffi characterized the meeting as a vital opportunity to bolster the capacity of local governments in building genuine financial autonomy. He urged participants to maximize their engagement over the three-day agenda, particularly through shared experiences and the collaborative search for solutions directly applicable at the local level.

The chosen approach transcends mere theoretical instruction. Participants were encouraged to critically examine their current practices, pinpoint on-the-ground challenges, and identify actionable strategies to enhance their resource mobilization mechanisms.

The address by the Prefect of Golfe underscored a second crucial imperative: maintaining strict discipline in the management of local public finances.

A local government could potentially increase its revenues without truly improving the living conditions of its citizens if it lacks rigorous control over how these resources are utilized. According to Kossivi AGBODAN, efforts to mobilize funds must be inextricably linked with financial rectitude, strictness, and transparency.

This stringent requirement lends significant weight to the training program. The ultimate goal is not solely to escalate revenue generation, but to ensure that every collected resource effectively supports communal policies and projects.

Until August 19, participants engaged in a collaborative environment designed to deepen their knowledge, share diverse experiences, and explore sustainable methods for improving financial resource mobilization and management.

Through this vital initiative, the ANFCT continues its dedicated support for local authorities within the ongoing decentralization process. For the four participating communes, the immediate challenge lies in translating the insights gained from this training into concrete practices that will strengthen their financial capabilities and, ultimately, enhance their responsiveness to community needs.
