Historic water policy initiative backed by European partners

A groundbreaking water policy support program worth €348 million (3.7 billion Moroccan dirhams) has been officially launched to strengthen Morocco’s national water strategy. The initiative brings together key partners including the Moroccan Ministry of Equipment and Water, the European Union, Germany, France, and Italy.

This pioneering program operates under the “Team Europe” approach, combining €48 million in EU grants with three highly concessional loans of €100 million each. The financing structure is managed by leading development institutions: the French Development Agency (AFD), Italy’s Cassa Depositi e Prestiti (CDP), and Germany’s Kreditanstalt für Wiederaufbau (KfW).

Four critical focus areas for water resilience

The multi-million-euro initiative is designed to enhance Morocco’s water governance framework through four strategic priorities:

  • Climate-adaptive water resource assessment: Expanding scientific understanding of water availability amid shifting climate patterns
  • Disaster risk reduction: Strengthening systems to manage extreme weather events including droughts and floods
  • Ecosystem protection: Safeguarding water quality and biodiversity in aquatic environments
  • Groundwater conservation: Implementing sustainable extraction practices for subterranean water reserves

Aligned with regional climate commitments

The program directly supports Morocco’s ongoing water security efforts through its National Water Plan and the 2020-2027 National Program for Drinking Water Supply and Irrigation (PNAEPI). This funding commitment also reinforces the shared priorities outlined in the Morocco-EU Green Partnership (signed October 2022) and the Mediterranean Pact (adopted November 2025), which prioritize climate resilience and water management across the region.
