
The newly established Public Policy Evaluation Committee (CEPP) is specifically tasked with organizing, directing, and monitoring parliamentary assessments of public policies. Its primary goal is to enhance the scrutiny of government actions and improve the effectiveness of implemented policies.
The National Assembly of Senegal has marked a significant advance in bolstering parliamentary oversight. On Friday, August 21, 2026, members of parliament convened for the inaugural meeting of the Public Policy Evaluation Committee (CEPP). This session focused on formally establishing the committee and electing its leadership bureau.
This official launch represents a pivotal moment in Senegalese parliamentary affairs. Public policy evaluation, an initiative envisioned since the 2016 constitutional revision, is now fully operational within the National Assembly. The CEPP’s core mandate includes structuring, guiding, and overseeing the parliamentary assessment of public policies, thereby reinforcing the monitoring of governmental activities and ensuring the greater efficacy of programs put into practice.
Composition of the Public Policy Evaluation Committee
The committee brings together a diverse group of parliamentary figures: the President of the National Assembly, the heads of all parliamentary groups, the representative for non-registered deputies, and the chairs of the 14 permanent commissions. Additionally, nine other deputies, along with their alternates, are part of the committee. These additional members are selected proportionally based on the administratively constituted parliamentary groups, also incorporating nominations from non-registered deputies.
Following this inaugural assembly, the CEPP Bureau was officially formed. Ousmane Sonko, who serves as the President of the National Assembly, has taken on the crucial role of the committee’s President. Assisting him are Mohamed Sall, designated as First Vice-President, and Djimo Souaré, who holds the position of Second Vice-President. Béatrice Germaine Faye has been appointed as the First Secretary, with Adama Diallo serving as the Second Secretary.
Through the formal establishment of this committee, the National Assembly aims to provide a tangible framework for the parliamentary evaluation of public policies, thereby solidifying its essential role in overseeing governmental performance and accountability.
