Legislative overhaul in Sénégal

The National Assembly recently witnessed a pivotal moment as 129 deputies voted unanimously to adopt a project for constitutional revision. This legislative push, spearheaded by the Pastef party, intends to fundamentally alter the governance structure of the country.

Redefining the executive and legislative balance

The proposed amendments focus on increasing the influence of the Parliament and the Prime Minister, while simultaneously redefining the scope of presidential authority. This shift marks a potential departure from the previous administrative balance in Sénégal.

However, the reform has sparked intense debate. Members of the presidential coalition and several opposition parties have voiced concerns that the new text is specifically designed to benefit Ousmane Sonko. The former Prime Minister, who currently serves as the President of the National Assembly, would see his institutional role significantly strengthened under these new rules.

A nationwide referendum on the horizon

Faced with these accusations of creating a “tailor-made” constitution, President Bassirou Diomaye Faye has decided to refer the matter to the citizens. By choosing a referendum, the head of state is shifting the decision from the political elite to the general public.

Observers are now questioning the motives behind this move. Is the referendum a sincere attempt at democratic inclusion, or does it represent a tactical maneuver within the ongoing political dynamic between Bassirou Diomaye Faye and Ousmane Sonko? As the country prepares for this vote, the future of the Sénégal institutional framework hangs in the balance.
