Togo’s diplomatic standing received a significant boost following a high-level visit from Luxembourg’s Vice-Premier and Minister of Foreign Affairs, Xavier Bettel, who arrived in Lomé on 15 July 2026. The visit, co-hosted by Togo’s Foreign Minister, Professor Robert Dussey, culminated in the signing of three pivotal agreements in the presence of Cina Lawson, Minister of Digital Transition.

Reinforcing decades of partnership

This marks the second official visit by Xavier Bettel to Togo in just two years, following his trip in 2024. The renewed engagement underscores the deep-rooted trust and strong bilateral ties that have flourished between Togo and Luxembourg since their diplomatic relations were established on 7 March 1972.

To further solidify this alliance, both nations have agreed to implement a structured framework for regular political consultations, with plans to formalize this through a dedicated memorandum of understanding in the near future.

Three transformative agreements for Togo’s future

The Lomé summit delivered tangible outcomes with the signing of three critical cooperation frameworks designed to propel Togo’s development agenda:

  • Funding protocol for the INCLURE environmental programme: A landmark initiative aimed at enhancing ecological sustainability and climate resilience across the country.

  • Togo-Luxembourg Indicative Cooperation Programme (PIC): A strategic roadmap to streamline and sustain development assistance from Luxembourg to Togo.

  • Togocyber+ cybersecurity programme: A forward-looking initiative leveraging the technical expertise of LuxDev—Luxembourg’s development cooperation agency—to fortify Togo’s digital infrastructure and cybersecurity, led by Cina Lawson.
