A comprehensive human rights awareness campaign kicked off on May 21 at the Koumra Central Commissariat, targeting defense and security forces (FDS). The initiative is designed to embed strict adherence to human dignity and the fight against impunity at the core of military operations.

Balancing law enforcement with human rights protection

Upholding public order while safeguarding fundamental freedoms remains a persistent challenge. The United Nations High Commissioner for Human Rights (OHCHR) and the United Nations Development Programme (UNDP) have joined forces to address this dilemma through improved judicial procedures.

Targeting all branches of the armed forces

Part of the Project to Support the Promotion and Protection of Human Rights, this program engages soldiers, gendarmes, police officers, and members of Chad’s National and Nomadic Guard (GNNT). Training sessions are conducted across multiple military barracks nationwide.

The project’s primary goals include preventing misconduct, breaking cycles of impunity, and fostering trust between civilians and security personnel.

Key training objectives

Participants undergo rigorous instruction on:

  • Rigorous adherence to human rights and protection protocols;
  • Combating gender-based violence (GBV);
  • Understanding complex military justice frameworks to ensure procedural precision;
  • Internalizing the Gendarmerie’s code of ethics for military police.

Beyond legal instruction, the program seeks to reshape institutional culture, empowering each officer to champion fundamental freedoms proactively.

Interactive learning and real-world application

Over two days, UN experts and senior military leaders engage in intensive, dialogue-driven sessions with FDS personnel. The curriculum blends legal frameworks, hands-on case studies, and candid discussions on operational challenges.

By equipping uniformed personnel to recognize and prevent abuse, Chad advances toward an army that prioritizes human rights. The next critical step is translating these principles into everyday practice, ensuring justice for all citizens.
