A significant agreement has been reached between Angola and the Democratic Republic of Congo, establishing a thirty-year concession for the critical Dilolo-Sakania railway line. This extensive undertaking encompasses the complete rehabilitation, modern enhancement, strategic expansion, and operational management of the rail link connecting Dilolo in Lualaba province with Sakania in Haut-Katanga.
Under the terms of this pact, the Congolese State will maintain full ownership of the railway infrastructure, alongside a minimum 10% equity stake in the dedicated project company. Upon the conclusion of the three-decade concession period, all developed infrastructure is slated for full reversion to the Congolese government.
Crucially, the concessionaire bears sole responsibility for all financial commitments and operational traffic risks, with no sovereign guarantees or operating subsidies provided by the Democratic Republic of Congo. President Félix Tshisekedi of the DRC has underscored the anticipated national economic benefits, highlighting job creation, youth skills development, engagement of local enterprises, and the vital transfer of technology.
This strategic corridor is designed to facilitate the efficient transportation of a diverse range of goods, extending beyond minerals to include agricultural produce, industrial inputs, hydrocarbons, containerized cargo, consumer goods, and passenger services.
Looking ahead, both Kinshasa and Luanda are committed to synchronizing their respective railway operations, standardizing tariffs, and streamlining customs procedures to enhance regional trade flow.
Valued at an estimated 1.2 billion, this ambitious project extends beyond rail, incorporating the development of essential cross-border road networks, modern logistics platforms, and robust energy infrastructure. Furthermore, the two nations are keen to invigorate their collaboration in the hydrocarbon sector and expedite electrical interconnections, particularly to bolster power supply to the resource-rich Katanga region.
