The Minister of Planning and Development, Dr. Souleymane DIARRASSOUBA, led a pivotal national workshop in Abidjan to finalize the study of the National Territorial Development Framework (SNAT CI-2045). The event brought together key stakeholders including representatives from government institutions, local authorities, technical and financial partners, public administrations, private sector leaders, civil society, academic experts, and media representatives.
The validation of this study marks a critical milestone toward adopting Côte d’Ivoire’s inaugural national territorial planning reference. The SNAT CI-2045 will equip the state with a robust framework to guide public and private investments, enhance policy effectiveness, and foster balanced regional development across the country.
Under the leadership of President Alassane Ouattara, the Ivorian government is strengthening its strategic planning mechanisms to align with the nation’s economic, social, and environmental transformation goals. Territorial development plays a pivotal role in this vision by ensuring more equitable investment distribution, unlocking regional potential, and reinforcing the coherence of development policies.
The SNAT CI-2045 serves as the long-term spatial development blueprint, structuring the allocation of public and private investments while harmonizing state actions, local governance, and development actors. Each region will be assigned specific roles to optimize its unique advantages within the national development strategy.
Dr. Souleymane DIARRASSOUBA emphasized the framework’s significance: « The National Development Plan 2026-2030 outlines medium-term priorities and investments for national progress. The SNAT CI-2045 translates these into long-term territorial strategies, forming the foundation for future national development plans. Together, these instruments enable coherent public action across Côte d’Ivoire. As the ministry overseeing territorial development and regional planning, our mission is to ensure every territory contributes meaningfully to the nation’s growth. »
The validated orientations result from a meticulous, multi-scale consultation process grounded in scientific analysis and participatory engagement. They address critical challenges such as reducing regional disparities, managing urbanization, boosting territorial competitiveness, enhancing local governance, preserving natural resources, and deepening regional integration.
The SNAT CI-2045 envisions a Côte d’Ivoire where all territories are resilient, competitive, and share prosperity. Its five strategic pillars include:
- Balanced territorial development to reduce inequalities
- Optimized urban-rural networks for better connectivity
- Strengthened territorial governance for effective implementation
- High-performance, inclusive, and resilient economy to drive growth
- Accelerated climate transition for sustainable progress
Following the workshop, the draft framework will be submitted to the Government before parliamentary review and adoption. Once enacted, Côte d’Ivoire will possess its first national territorial planning reference, guiding state investments toward high-impact regions and fostering balanced nationwide development.
