The outgoing director of the French Development Agency (AFD) in Côte d’Ivoire, Adrien Haye, received a prestigious national honor on his departure from the country. The ceremony, held on July 31, 2026, at the Ministry of Economy, Finance and Budget in Abidjan, saw the award presented by Minister Adama Coulibaly in the presence of French Ambassador Jean-Christophe Belliard and AFD staff.
Representing President Alassane Ouattara and Prime Minister Robert Beugré Mambé, Minister Coulibaly praised Adrien Haye’s dedication to Côte d’Ivoire’s growth during his four-year tenure. He highlighted Haye’s hands-on approach in identifying opportunities across key economic sectors, noting that since taking office in 2022, the director spared no effort in supporting the government to structure financing, design initiatives, and ensure project implementation.
Milestone financial contributions under Haye’s leadership
Minister Coulibaly emphasized that Adrien Haye’s mandate played a pivotal role in mobilizing €934 million—approximately 623 billion FCFA—through sovereign loans and funds from the Debt Reduction and Development Contract (C2D). These resources significantly bolstered the country’s macroeconomic stability.
Additionally, five new sovereign loan agreements totaling nearly €500 million (around 330 billion FCFA) were finalized during this period. The third phase of the C2D, aligned with the National Development Plan (PND) 2021–2025, was also successfully implemented. These achievements cemented the AFD’s position as Côte d’Ivoire’s top bilateral partner, with Haye’s contributions being instrumental.

Deeply moved by the rare honor bestowed upon him by an African state, Adrien Haye expressed his gratitude to Ivorian authorities. Reflecting on his tenure, he reiterated his commitment to the country’s progress.
“The portfolio we’ve expanded together—particularly with your team, Mr. Minister—speaks volumes. I will continue to advocate passionately for Côte d’Ivoire,” he stated.
