The Directorate General of Taxes (DGI) recently convened its 14th annual conference in Ouagadougou from November 26 to 27, 2025. This pivotal event centered on the theme, “Modernizing documentary archiving to boost DGI performance: challenges and prospects.” Following two days of intensive discussions, participants unanimously adopted two crucial resolutions and one key recommendation, all aimed at accelerating the transformation of the institution’s document management system.
Over the 48-hour period, approximately 150 participants engaged in a comprehensive panel discussion and two specialized workshops. These sessions delved into vital topics such as effective archiving policies, the structural hurdles inherent in contemporary document management, and the transformative potential of digitalization in enhancing DGI’s operational efficiency.

At the conclusion of the proceedings, the attendees finalized two essential resolutions. The first focuses on proactively managing the existing archival backlog through systematic collection, meticulous sorting, secure preservation, and the judicious elimination of obsolete documents. The second resolution underscores the critical need to ensure unwavering involvement and robust support from all DGI stakeholders, across every hierarchical level, in the successful implementation of this modernization initiative.
A strategic human resources recommendation
The primary recommendation put forward emphasizes the imperative to bolster the archival staff within the archives department. This reinforcement is deemed indispensable to meet the rigorous demands of modern, structured, and sustainable administrative document management, thereby ensuring long-term efficiency.

Éliane Djiguemdé/Ouédraogo, the Director General of Taxes, highlighted two significant challenges facing the DGI. These include the crucial task of standardizing existing archives to align documents with established archiving benchmarks, and navigating the comprehensive transition to digital platforms, which necessitates the development of tailored solutions for rapid and effective digital archiving.

She further elaborated on the profound importance of a well-structured archiving system, particularly for securing land titles. “When information about a specific plot of land is required, it is essential that documents are meticulously organized to significantly reduce processing times. This is absolutely critical for us to respond efficiently and effectively to requests from our partners,” she affirmed.
Souleymane Nabolé, Technical Advisor to the Minister, conveyed his appreciation for the proactive initiatives undertaken by the DGI. He asserted that “the modernization of archiving transcends a mere technical reform; it represents a profound act of national sovereignty.”

It is worth noting that the DGI is already actively pursuing the digitalization of its services through various initiatives, including tele-procedures, the SYC@D platform, the eDocument solution, and the progressive automation of numerous administrative processes, demonstrating a clear commitment to digital transformation.
