Morocco’s bold strategy to lead Africa’s digital marketplace

The Moroccan government is accelerating efforts to transform the country into a continental e-commerce powerhouse. The Ministry of Industry and Trade is finalizing a comprehensive national roadmap designed to streamline digital commerce, boost local competitiveness, and expand international reach—with the ultimate goal of positioning Morocco as Africa’s premier e-commerce gateway.

This strategic initiative comes at a pivotal moment. Global e-commerce revenue soared to $5.8 trillion in 2023 and is projected to hit $8 trillion by 2027. Morocco is riding this wave, with sector revenues reaching 19 billion Moroccan dirhams by September 2023—a growth rate exceeding 30% annually.

Addressing key challenges in Morocco’s digital marketplace

Despite strong momentum, several critical barriers continue to hinder the industry’s full potential. Public authorities have identified persistent issues in regulatory frameworks, taxation policies, logistics infrastructure, and market organization. Consumer trust remains a major hurdle, particularly as cash-on-delivery models—long the dominant payment method—struggle to meet evolving digital expectations.

To modernize the sector and align with global standards, Morocco must address these structural gaps while fostering innovation and digital inclusion.

Mapping the future: a data-driven strategy for 2030

The upcoming roadmap will begin with an in-depth sector analysis to establish a clear baseline. This assessment will examine governance structures, digital infrastructure, logistical capabilities, and existing business models, with special attention to high-impact sectors such as agro-food and textiles. The study will also evaluate the implications of the African Continental Free Trade Area (AfCFTA) and benchmark international best practices to inform Morocco-specific recommendations.

The final strategy will set measurable targets for growth, job creation, investment attraction, SME integration, and international expansion—all aligned with a 2030 development vision. By combining regulatory reform, infrastructure upgrades, and digital literacy initiatives, Morocco aims to create a robust, inclusive, and competitive e-commerce ecosystem that benefits businesses and consumers alike.
