The Bureau of Senegal’s National Assembly has made public an official decree convoking an extraordinary session, marking the opening of legislative work this coming Monday at 10:00 AM. The document, signed by President of the Assembly Ousmane Sonko, outlines a precise agenda in line with constitutional provisions.
According to the decree, reference number 192, deputies from the 15th Legislature will deliberate on three critical draft laws: the 2026 Labor Code, the 2026 Social Security Code, and a bill focusing on the protection of critical information infrastructures and digital security. Additionally, two legislative proposals will be reviewed: one seeking to amend Article 37 of the Constitution and another addressing the legal framework for special appropriations.
Six parliamentary inquiry commissions on high-stakes issues
The extraordinary session will also include the ratification of six parliamentary inquiry commissions targeting major concerns:
- Severe irregularities in land management across various housing developments and maritime public domains;
- Suspicious transfers of state-owned buildings to private individuals;
- Government use of financial instruments such as TRS mechanisms;
- Irregularities in procurement and execution of the ‘One Student, One Laptop’ program, launched by the Ministry of Higher Education, Research, and Innovation in 2017, with a cumulative commitment of approximately 48 billion CFA francs;
- Revenue losses and tax exemption mismanagement;
- Licensing conditions for fishing activities.
As per the decree’s Article 3, the session will conclude once all agenda items are addressed, with no possibility of modification once proceedings begin, strictly adhering to the Assembly’s internal regulations.
