After a three-year hiatus, the prospect of reopening the border between Bénin and Niger is gaining momentum. General Mohamed Toumba, the Nigérien Minister of the Interior, recently traveled to Bénin to engage with technical experts regarding the shared frontier. During these discussions, the Nigérien delegation outlined three specific prerequisites for restoring cross-border movement.
Three strategic conditions for reopening
To move forward, Niger has requested the formalization of a new defense pact and a security agreement. This latter document would establish a firm principle: neither nation shall allow its territory to be used as a base for operations against the other. Furthermore, Niger is demanding absolute transparency concerning any foreign military assets stationed in proximity to the border zones.
Guillaume Moumouni, a specialist in political science, suggests that these demands are part of a standard negotiating framework. While Niger is pushing for maximum guarantees, Bénin has already attempted to clarify that no foreign bases are present on its soil. However, the requirement for a formal security commitment remains a sensitive point that will necessitate further diplomatic dialogue.

While Bénin maintains standard military cooperation with France, Niger’s current leadership has moved in a different direction. This discrepancy creates a security dilemma.
