The government of Chad is accelerating its digital transformation agenda by engaging with leading American technology firms during a high-level mission to Washington. Led by the Minister of Telecommunications, Digital Economy, and Digitalization, Haliki Choua Mahamat, the delegation held strategic meetings from May 23 to 31, 2026, to secure partnerships that will modernize the country’s digital infrastructure and services.
Key partnerships forged with Starlink and others
The week-long mission in Washington resulted in high-level discussions with major American digital players, including Starlink, InterSystems, Cybastion, Vertiv, and 19Labs. These meetings focused on critical areas such as network connectivity, data center infrastructure, cybersecurity, and digital health solutions.
The Tchadian delegation also engaged with officials from the U.S. State Department and the Commerce Department to align on policies that support digital innovation and investment.
Addressing urgent connectivity challenges
One of the most pressing discussions revolved around Starlink’s satellite internet services. Government representatives highlighted ongoing concerns about service quality and pricing in Chad, noting that costs remain higher than in several other African countries. Improving internet access is a top priority for N’Djamena, as traditional telecom infrastructures struggle to meet the growing demands of public institutions, businesses, and citizens.
Digital health initiatives gain momentum
Beyond telecommunications, Chad is pushing forward with plans to digitalize its healthcare system. Discussions with American partners included proposals to modernize data management in the country’s five university teaching hospitals, 23 regional hospitals, and over 1,000 health centers. The goal is to enhance patient tracking, streamline medical data management, and improve overall healthcare delivery through digital tools.
Building local digital expertise
The mission also emphasized human capital development, with a focus on training and technology transfer in key areas such as artificial intelligence, cybersecurity, and digital professions. Strengthening local capabilities is seen as essential to reducing reliance on foreign expertise and fostering a self-sustaining digital ecosystem in Chad.

N’Djamena views this diplomatic and economic outreach as a critical step toward positioning Chad as a competitive player in Africa’s digital economy. By converting these discussions into tangible projects, the government aims to upgrade infrastructure, enhance public services, and drive long-term economic growth through digital innovation.
