Following the detention of Robert Gilles Stellio Capo Chichi, widely known as Kemi Seba, in Pretoria, the Beninese executive has officially broken its silence. During the Council of Ministers briefing on April 22, 2026, government spokesperson Wilfried Léandre Houngbédji expressed a sense of firm composure, remarking that “heaven itself has settled our disputes.”

The primary charges leveled by the Beninese state

Beyond a standard diplomatic response, the administration has clarified the specific reasons for pursuing the activist. The authorities primarily accuse Kemi Seba of conducting subversive activities and delivering speeches that threaten the stability of republican institutions. He is further alleged to have repeatedly incited public disorder and popular uprisings.

Additionally, there are serious suspicions concerning his ties with external organizations aimed at destabilizing national security frameworks. His direct confrontations with state authority are interpreted as a deliberate strategy to weaken the country’s social cohesion.

Benin is taking an active role in the legal process. Wilfried Léandre Houngbédji confirmed that both judicial and diplomatic authorities are fully engaged in securing his return. “We are awaiting the conclusion of international legal procedures so that the individual can answer for his actions and statements before the Beninese justice system,” the spokesperson stated.
