The government of Benin has achieved a significant milestone in advancing social equity and protection policies. Minister of Social Affairs and Microfinance, Véronique Tognifodé, officially presented 1 422 new Chance Equality Cards to individuals living with disabilities. This latest distribution brings the total number of cards issued by the National Agency for Personal Identification (ANIP) to over 6 100, with further rollouts planned across all 12 regions of the country.

The Chance Equality Card represents far more than a standard identification document. Enacted under Benin’s law on the protection and promotion of the rights of persons with disabilities, this card serves as a powerful legal and social tool designed to ensure priority access to essential services, including:
- Healthcare: Reduced or waived fees for specific treatments and orthopedic equipment in public health facilities.
- Education: Tuition exemptions or reductions in public schools, along with priority access to scholarships and vocational training programs.
- Transportation and employment: Priority seating and fare reductions on public transit, alongside incentives for inclusion in both public and private sector jobs.
Building an inclusive future: transparency and nationwide reach
Each card is issued only after a rigorous verification process, conducted in partnership with ANIP and the network of Single Social Protection Counters (GUPS) in local communities. Applicants undergo a medical assessment by state-approved physicians, which determines their degree of disability—ensuring the program’s integrity and fairness.
During the handover ceremony, Minister Véronique Tognifodé emphasized that this initiative reflects Benin’s commitment to turning vulnerable citizens into “privileged members of the Republic.” By dismantling barriers rooted in stigma and economic exclusion, the government is taking decisive steps toward building a more equitable society.

The Federation of Associations of Persons with Disabilities in Benin (FAPHB) has welcomed the initiative and encouraged families and eligible individuals to proceed with their applications at local GUPS offices. With distribution ongoing, the ANIP and Ministry of Social Affairs are working to ensure that thousands of pending applications are processed, extending the benefits of this program to all who qualify.
