After a twenty-year hiatus, Gabon has officially reintroduced its National Human Development Report (RNDH). This significant document, titled « Jeunesse, Employabilité, Entrepreneuriat et Développement Humain au Gabon » (Youth, Employability, Entrepreneurship and Human Development in Gabon), marks a pivotal moment in realizing the vision of President of the Republic, Brice Clotaire Oligui Nguema.

The official presentation workshop for this crucial report took place at the Complexe Hôtelier de la Sablière. The event was orchestrated under the guidance of the Ministry of Planning and Foresight and the Directorate General of Foresight (DGPRO), with integral support from PNUD Gabon.

This high-profile ceremony saw Hermann Immongault, Vice-President of the Government, presiding over the proceedings. Alexandre Barro Chambrier, Vice-President of the Republic, attended as the distinguished guest of honor. The gathering also drew a wide array of participants, including members of the Government, representatives from various national institutions, local elected officials, technical and financial partners, experts, private sector stakeholders, and numerous youth organizations, underscoring the report’s broad relevance.

The National Human Development Report (RNDH) stands as a cornerstone of Gabon’s national priorities. It is meticulously aligned with Pillar 2 of the Head of State’s Social Program, which champions economic growth, social equity, and sustainable human development. Furthermore, the RNDH integrates seamlessly with the frameworks of the National Growth and Development Plan (PNCD), the Sustainable Development Goals (SDGs), and Africa’s Agenda 2063.

Professor Giscard Assoumou Ella, an Associate Professor of Economics and Director of LABAT at Omar Bongo University, was instrumental in developing this comprehensive report. Its creation involved an inclusive methodology, encompassing extensive data collection, thorough field surveys, and a validation workshop held on June 16, 2026, at the DGPRO.

The event commenced with compelling video testimonials from young entrepreneurs and job seekers, immediately highlighting the core challenge: transforming Gabon’s demographic dividend into a powerful engine for national growth and prosperity.

Redefining development metrics

In their addresses, Louise Pierrette Mvono, Minister of Planning and Foresight, and Mme Rokya Ye-Dieng, Resident Representative of the PNUD, emphasized a fundamental shift in perspective. They articulated that Gabon’s progress will no longer be solely measured by Gross Domestic Product (GDP). Instead, the new paradigm will encompass the quality of life, social equity, and equitable access to opportunities for all citizens.

Ephraïm Magnaga Nganga, Director General of Foresight, presented the report’s key findings before its official handover to both Vice-Presidents. Subsequent discussions focused on tangible strategies and actionable pathways, further enriched by inspiring accounts from entrepreneurs who shared their journeys to motivate the youth.

The critical task ahead involves embedding the RNDH’s insights into national planning, translating its recommendations into specific sectoral policies, and ensuring rigorous follow-up. The overarching goal is unambiguous: to transform these recommendations into concrete initiatives that foster youth employment, enhance training opportunities, and stimulate entrepreneurship across Gabon.

With the re-launch of this RNDH, Gabon acquires a vital new governance tool. This instrument is designed to steer the nation towards a more equitable, human-centric, and forward-looking growth model, ensuring a brighter future for its populace.
