The municipal council of Libreville convened recently at the Jean-Félix Lassy hall for its first ordinary session of the year. Under the observation of Marie-Françoise Dikoumba, the governor of Estuaire province, local representatives gathered to evaluate and approve the administrative and management accounts for the 2025 fiscal period.

This session takes place during a pivotal time for the capital’s city hall. Following the rejection of the 2026 preliminary budget last April, a political shift saw the exit of the executive team led by Pierre Matthieu Obame Etoughe. The subsequent election of Eugène Mba as the new head of the municipality has brought a sense of stability back to the institution. In accordance with decentralization laws, the council has now returned to its regular duties, beginning with the mandatory review of the previous year’s financial performance.

During the opening remarks, Mayor Eugène Mba clarified the significance of the administrative account. He described it as a vital document that tracks all budgetary operations, allowing the council to measure actual revenue collection and total expenditures against the initial financial forecasts.

The financial data for 2025 shows a resilient fiscal position. Initially set at 25.623 billion CFA francs under a special delegation, the budget was later increased by an additional 500 million CFA francs. The final figures presented to the council reveal a positive management result of 1.311 billion CFA francs. Although he was not in office during the period in question, Eugène Mba emphasized the importance of the continuity of public service as the basis for presenting these results.

The Mayor urged the councilors to review the financial statements with a sense of duty and objectivity. Beyond the budget votes, the session also included discussions on the Mindoubé commercial complex. This project is viewed by municipal authorities as a strategic tool to stimulate local economic growth and diversify the city’s revenue streams.
