Morocco and EU launch €348 million water strategy to combat climate challenges
A landmark financial and technical partnership between Morocco and the European Union is set to transform the North African kingdom’s approach to water management amid worsening climate conditions.

The initiative was inaugurated in a high-level ceremony attended by key government officials and European representatives, marking a practical translation of political commitments into actionable solutions. This program is designed as part of the ‘Team Europe’ approach, which pools financial and technical resources from the EU and its member states to address shared climate challenges across the Mediterranean region.
The funding structure combines €514.4 million in EU grants with nearly 3.2 billion dirhams in concessional loans from three major European financial institutions: Germany’s KfW development bank, Italy’s Cassa Depositi e Prestiti (CDP), and France’s Agence Française de Développement (AFD), which leads the initiative. This blended finance model ensures both immediate impact and long-term sustainability for Morocco’s water infrastructure and management systems.
The program targets four critical areas: enhancing water resource knowledge to better understand climate impacts, strengthening management of extreme weather events like droughts and floods, protecting groundwater reserves, and building institutional capacity within the water sector. Technical assistance will play a central role, facilitating knowledge exchange between European and Moroccan experts to develop robust, forward-looking solutions.
Speaking at the launch, Morocco’s Minister of Equipment and Water, Nizar Baraka, emphasized that water is both a national heritage to be preserved for future generations and a strategic sovereignty issue. He highlighted that Morocco has adopted a proactive approach to water management, transforming its strategies to anticipate and mitigate climate-related pressures. The minister stressed that this program will significantly enhance the country’s climate resilience while ensuring sustainable management of its vital water resources.
From the European Union’s perspective, the initiative underscores the bloc’s commitment to supporting Morocco in sustainable natural resource management. The EU Ambassador to Morocco highlighted that this program aligns perfectly with the Morocco-EU Green Partnership and the Mediterranean Pact, both of which prioritize climate resilience and water governance as cornerstones of Euro-Mediterranean cooperation. The ‘Team Europe’ approach, he noted, enables the mobilization of complementary financial and technical resources to deliver concrete solutions to shared climate challenges.
Like much of the Mediterranean basin, Morocco faces mounting pressure on its water resources. Between 2017 and 2025, the country experienced several severe droughts, while water demand continued to rise due to population growth and economic development. This new program builds on existing efforts, including the National Water Plan and the 2020-2027 National Drinking Water and Irrigation Program (PNAEPI), to ensure a coordinated and effective response to the climate crisis.
The ambassadors from Germany, Italy, and France all praised the initiative as a potential model for regional cooperation. Germany, through KfW, will focus on climate adaptation and groundwater protection. Italy will leverage its expertise in water resource management and promote gender equality within the sector. France, via AFD, will ensure the program’s successful implementation by integrating climate resilience and gender equality considerations throughout its execution.
