The Regulatory Authority for Subcontracting in the Private Sector (ARSP) has reached a significant milestone in its digital transformation. The public institution recently announced the full dematerialization of the process for obtaining the Subcontracting Certificate, a vital document for any business operating within this sector in the RDC.

Initiated by the Director General of the ARSP, Juan Ted Beleshayi Kasanda, this structural reform aims to streamline administrative procedures. By digitizing every step from application to final delivery, the institution intends to significantly reduce processing times.

Faster processing and enhanced security

The ARSP has set ambitious targets for this new system. The objective is to gradually lower the issuance timeframe to seven days, with a long-term goal of reaching just seventy-two hours, according to the authority’s latest directives.

From now on, certificates will be issued in a digital format, allowing business owners to print them directly. To prevent fraud, each document features a unique QR Code for instant authentication. Furthermore, a comprehensive list of all valid certificates is now hosted on the institution’s official web portal for public consultation.

Extended validity and first recipients

Beyond the digital shift, the ARSP has introduced a major change regarding the document’s longevity. The validity period for these certificates has been extended from three to five years, applying to both new applications and renewals.

During the official launch of this digital platform, the first set of electronic certificates was granted to seven pioneering companies:

  • MAG CONTRACTOR SARL
  • ENTREPRISE GÉNÉRALE INVEST SARL
  • LIELE GLOBAL INVESTMENT CORPORATION SARL

This modernization effort reflects a commitment to simplifying procedures for economic operators and fostering a more attractive business environment across the RDC.
