According to a comprehensive study by the University of Cambridge’s Programme on AI Science & Policy, militant groups have begun integrating generative artificial intelligence tools into their operational frameworks. This marks a significant departure from traditional propaganda-focused applications of AI.

From propaganda to tactical enhancement

Previous observations of AI use by armed groups focused primarily on content generation—automated creation of propaganda materials, translations, and message customization. However, the Cambridge study uncovers a far more sophisticated application. Former mid-level commanders and technical specialists who defected from Boko Haram disclosed that AI systems are now being deployed to:

  • Plan and coordinate military operations
  • Resolve complex logistical challenges
  • Organize movements and unit deployments
  • Analyze failed attack scenarios to improve future operations
  • Troubleshoot technical issues with captured weapons and equipment

The report, based on 57 interviews conducted between 2025 and 2026 with 27 former members—some of whom had direct involvement in activities up to mid-2025—identifies several publicly available AI platforms including ChatGPT, Claude, Gemini, Grok, Meta AI, and DeepSeek as key tools in this transformation.

One notable finding highlights how militants bypass AI safety filters. When a platform refused to provide sensitive information, users would rephrase queries, alter contextual details, or simply switch to another service. This adaptive approach has allowed them to circumvent individual platform restrictions effectively.

Structured AI integration facilitated by Daesh

The study documents the creation of specialized cells within Boko Haram’s factions, particularly within the Islamic State’s West Africa Province (ISWAP). These units consist of members with expertise in engineering, weaponry, explosives, and operational planning. Field operatives submit technical queries to these cells, which then interface with multiple AI systems to extract relevant information before disseminating it internally.

Access to these technologies is strictly controlled. Only trusted members are permitted to use computers, accounts, and subscriptions, with stringent measures in place to prevent leaks, surveillance, or unauthorized use. This compartmentalization reflects a deliberate effort to maintain operational secrecy while maximizing technological benefits.

Training and support for this AI integration reportedly came directly from Daesh-affiliated instructors. These facilitators conducted in-person workshops and provided remote assistance, supplying essential hardware such as laptops, projectors, and encrypted communication tools. They also granted access to premium AI platforms and virtual private networks (VPNs), while instructing members on the nuances of AI interaction and techniques to bypass restrictive safeguards.

Growing reliance on AI raises critical questions

While the study confirms Boko Haram’s increasing trust in AI’s capabilities, it also underscores significant limitations. AI-generated information can be inaccurate, incomplete, or impractical for real-world application. The report emphasizes that AI serves as a force multiplier rather than a replacement for human expertise, accelerating knowledge acquisition but not guaranteeing operational success.

Nevertheless, the accessibility of these tools presents a formidable challenge for security agencies worldwide. Unlike traditional high-tech threats, AI platforms are commercially available to millions, making it increasingly difficult to detect and prevent malicious applications without stifling legitimate use. The report calls for enhanced collaboration among developers, governments, security services, and researchers to develop more robust countermeasures against structured, organized misuse.

The study concludes with a stark warning: Boko Haram’s growing confidence in AI suggests future investments in advanced computing infrastructure, specialized training, and expanded technical cells. The focus has shifted from whether armed groups will utilize AI to the extent security frameworks can effectively limit its weaponization.
