The Autorité de régulation des transports ferroviaires (ARTF) has entered a new leadership phase following a formal handover ceremony in Owendo. Ludovic Megne Ndong has officially assumed his role as the head of the organization, succeeding François Banga Eboumi.

A former Minister of Housing, Ludovic Megne Ndong now leads the Regulatory Council with a clear mandate to implement the institution’s updated strategic framework. During the transition, he expressed his firm intention to apply the regulatory provisions outlined in the ordinance governing the restructuring of the ARTF.
His roadmap includes a strong focus on internal collaboration. By fostering better dialogue with social partners and staff, the new president aims to optimize the authority’s internal mechanics and enhance the professional environment for all employees. This approach is designed to ensure that the regulatory body can meet its evolving technical challenges effectively.
Resuming inspections on the Transgabonais
One of the most critical priorities on the immediate agenda is the revitalization of field operations. This involves the strategic redeployment of monitoring teams and the resumption of rigorous inspections across the entire Transgabonais rail corridor, stretching from Owendo to Franceville.
The installation ceremony took place in the presence of François Ndong Obiang, the Minister of Reform and Relations with Institutions, and Adrien Moukabi, the Executive Secretary of the ARTF. This leadership change occurs at a pivotal moment, as the national rail sector undergoes a series of profound structural reforms aimed at modernization and increased safety.
